Use Hello Bar to tell your website visitors what page they should visit next

This post is a tactical website post. I’m curious what others do with website-wide notifications.
A few years ago, several Atlanta startups caught the Hello Bar bug and many websites, including ours, started using it. The Hello Bar is a thin notification bar that runs across the top of your startup’s website.
We used it to highlight special campaigns we were running. We paid for the premium version so that we could brand it as our own.
On our new ArrayFire site, we have avoided using the Hello Bar because it diminishes the aesthetic value of the site. Also, when we were using the Hello Bar previously it was unclear if it was helpful.
My conclusion has been that if there is a special announcement you want to drive, the Hello Bar can be a convenient way to send people to a particular page without modifying the content of your homepage. But it does muck up your site and should be used sparingly.
What are your thoughts on using site-wide notification?
